This Draft Standard for Trial Use contains the format and establishes the data contents of the U.S. Customs Manifest Transaction Set (309) for use within the context of an Electronic Data Interchange (EDI) environment. The transaction set can be used by carriers, terminal operators, port authorities, or service centers to provide U.S. Customs with manifest data on cargo arriving in or departing from the U.S. on oceangoing vessels, railroad trains, or other types of conveyances.

  1. To indicate the start of a transaction set and to assign a control number

  2. To transmit manifest identifying information

      1. To reference a line number in a transaction set.

      2. To correct a manifest record prior to vessel arrival or to amend a manifest record after vessel arrival. This segment is not used with the original manifest transmission when field M1009 = "W"

      3. To transmit bill of lading detail information for a manifest

      4. To transmit information contained on an export license

      5. To transmit identifying numbers and descriptive information as specified by the reference number qualifier

        1. To identify a party by type of organization, name and code

        2. To specify the location of the named party

      7. To transmit in-bond data for a master in-bond bill of lading

        1. To identify a vehicle and seal number

        2. To indicate line item quantity, description, marks and numbers, commodity code, weight and customs value

        3. To specify information relative to hazardous material

        4. To specify free-form hazardous material descriptive data in addition to the information provided in segment H1

  4. To indicate the end of the transaction set and provide the count of the transmitted segments (including the beginning (ST) and ending (SE) segments).
